Charge for the look
An assessment is work. It is an hour of a licensed person’s time and a van on the road, and quoting it at nothing to win the job means the jobs you do not win are paid for by the ones you do.
The trade-off is real and it is yours to make. What is not defensible is making it by accident, which is what happens when the assessment never appears on a document at all.
Write the scope as exclusions
A scope that lists what is included invites the question of what else might be. A scope that says what is not included ends it. Make-good, disposal, access, permits, and whatever the last three arguments were about.
